The worst buying experience ever - AVOID THIS FRAUDSTER

The other day I was looking for replacmenet battery for my Alienware M11x laptop and using google.co.uk website I found kingbattery.co.uk website which had that specific battery in their offer. Because that domain is using "co.uk" - the Internet country code top-level domain (ccTLD) for the United Kingdom of Great Britain and Northern Ireland - I assumed that the seller's store is actually placed in United Kingdom and on 11th of February 2012 I bought that battery from that website (http://www.kingbattery.co.uk/product_info.php?products_id=2099). Try to imagine mu surprise when few days later when I got an e-mail from PayPal that the package had been sent using Hong Kong Post.
Firstly on the seller's website there is not and probably never was any information where that store is actually based. I swept the whole kingbattery.co.uk website looking for that information and I was not able to find it. The seller is using "co.uk" domain to deceive people - to make them thinking they actually buy an item from firm based in UK and that is why on that website there is no information where exactly that firm is based. Anyway I received the battery 2 weeks later and unfortunately the battery was completely different from the one described on the item's website. The battery shown on the photo is made by Samsung and that is the battery I was expecting to receive. The battery I received is different and is not made by Samsung, moreover the battery was not brand new and two small brackets on the side of the battery which are used to secure the battery pack to the computer base were broken.
Before I decided to buy that battery I made sure the battery itself is brand new and the information placed on their website clearly states (http://www.kingbattery.co.uk/shipping.php):
"Warranty and Return Policy
We warranty that the products sold in our website, other than explicitly stated, are 100% brand new and free from defects in material and workmanship."
Right after I discovered that the battery is different than ordered I immediately contacted the seller informing him about the situation. After long e-mail conversation I got the written confirmation that when he gets the battery back I will get full refund including returning postage. The package was posted on 15th of March 2013 using Royal Mail with reference RU092613466GB. That cost me £14.35. The seller wrote me - "Also we guarantee that we will refund to you including the return shipping postage when we receive the return parcel from you". On the same day I informed the seller that the package was sent to him. Since that time I have not heard anything from him. Fortunately I paid for the item using PayPal, so I was able to open a dispute because any other attempts of recovering my money failed. That claim had been decided in my favour and I did receive a refund but only the original amount I paid for the battery without returning postage. The seller promised he will refund me full amount including returning postage. Now it is obvious he lied and every attempt of contacting him is pointless as he does not respond on my e-mails.
My point is that the seller feels immune as he lives in China and to be honest, myself and any other clients are helpless trying to recover the money lost because of his fraud. As you can see I am not the only one.
I have been trying to get that refund and will not stop until that money will be refunded in full.
I did check who is the registrar of a domain name: kingbattery.co.uk and it found out that http://www.123-reg.co.uk is the firm I was looking for.

I contacted them writing about their client's fraudulent practices and below there is the reply I received.

Unfortunately, we are unable to deactivate or delete a domain name/website from our system, unless asked by the domain/website owner, or an entity with a higher priority related to legal issues (e.g. ICANN or the police).
Also, we do not discriminate on how one of our users chooses to manage his domain name, as that is the sole responsibility of the domain owner.
If you wish to have the website deactivated, you will need to contact a higher authority (e.g. the police) and file a complaint with them, and based on their request, we might be able to make the necessary amendments on our side.
Please understand that due to privacy and security reasons for our customers, we are not able to perform the required action at this time.
If we can be of any further help with regard to this or any other matter, please do not hesitate to contact us.

As you can see they will do nothing about it unless I contact the Police which I will certainly do as soon as possible. Most of his unhappy clients do nothing as they feel helpless and do not want loose any more money. And that is what he is counting on.
IF YOU DO NOT WANT ANY TROUBLE AVOID THIS FIRM AT ALL COST.
