No refund on items not shipped

I have still not had a refund for two out of the three items I ordered from them in January this year. They are either unresponsive to email or seek to spin out the process by asking me to supply my order number or promising to initiate proceedings imminently (but never in fact doing so). Their last mail to me on 31/5/13 promised to close my refund process inside a week:

Dear Customer,
thank you for your e mail.
we do our best to close your open practice the begins of next week.
sorry about this great delay

I am still waiting.
