Disgrace to the industry and damaging to genuine web designers

Received a proposal.
Paid a large deposit for a web site to be built.
Got NOTHING.
Have never received any example of any work ever being carried out.
Lied to in telephone calls, messages and emails.
The owner has just stolen my money and does not respond to any attempt to contact him.
Demand for the return of my money is just ignored.
A disgraceful example of someone claiming to offer a web design service.
In truth, the owner is a thief!
