No delivery despite recipient being in

I purchased flowers for valentines day on 12th Feb and paid extra for recorded delivery for 14th Feb. My fiancee was at work all day and nothing arrived. I checked online today to find that an apparent attempt at delivery was made around 11:30am yesterday. This just isn't so. It's a training college for nurses and health practicioners. The doors are always open and at the very least, there is a buzzer. I have come to the conclusion that they were simply not delivered.
Apparently they are out for delivery today but I no longer want them as a) they are no longer fresh and b) I paid extra for delivery yesterday c) the service I have recieved is non existent and I am appalled. I hereby ask that you don't deliver and I would like a full refund. My fiancee is very upset and I am livid. I am now considering contacting my friend from trading standards who will advise us further.
