Premium Rate Calls - without warning

This company is a big scam and I can't believe that no authority has acted to shut them down. They send emails claiming that they have sourced parts and that you need to call a number which they have cleverly chosen to seem like a mobile number, but at 80p per minute. It takes 4 minutes to navigate through all the introductory rubbish which is deliberately designed to be as wordy as possible. When you finally get through you have to leave a message or call back as "no-one is available". Thinking it was the third party company charging the premium rates I lodged a complaint on the 24/7 website and this is the response I got from the third party:

IT IS NOT US THAT OFFERS THE PREMIUM RATE NUMBER YOU NEED TO MAKE THE COMPLAINT WITH 24/7 SPARES AS IT IS THROUGH THEIR SITE THAT THE SUPPLIERS AND CUSTOMERS ARE PUT IN CONTACT WITH EACH OTHER

And if you want to contact 24/7 then you have to pay 10p minute on their main line. No company details or alternative contact methods on their website (which is totally illegal).
