Paypal enables ANYONE to register even though you're only 10years old and do not have any requirements that can verify who you are, neither that you are over 18 years old.

Then the small kids steals their parents credit card and buys some code off ebay.

Then 30 days later the folks see the bill and call the bank.

The seller just got ripped of by paypal.
