Two delivery charges for one package

I ordered 2 sets of plectrums (14 in total) for which I was charged 2 delivery charges. One for each set. The plectrums would have fitted into a small jiffy bag, instead they were dispatched as one order in a small bag inside a box approximatly 12 inches square which had then been filled with packing.
