This is an OK speed checker. There are better. Example Speedtest.net where you can choose which server in what part of the world to run your speed test. Results will ALWAYS vary so you should run the same test at different times of day and over several days, then take an average to guestimate your approximate broadband speed. Don't jump ship until you have found out how far away from your local phone exchange you are. Its very unlikely that your speed will improve with another provider unless you move to fibre optic e.g. Virgin if you can get it.
