still waiting for delivery after 3 weeks

ordered 23rd November, its not 13th Oct, have repeatedly chased order and being told on several occasions that it is dispatched, but they contradict previous dates. Still waiting, and cant cancel as they state its 'in the post'. Not a reliable service for the tradesman.
