Never bothered ringing the bell

After staying in all morning waiting for a parcel, went down to check the post box and was greeted with a ' Sorry I missed you today ' card. Rang the number to arrange re delivery . When prompted for the reference number top left of the card , put in the number , only to be greeted by a reply saying that then number wasn't recognised , tried again , same response . Tried once more again same response the number wasn't recognised. Went on the website, again put in the reference number 'oops ' it highlighted 'there's been a mistake'. The only mistake I made was ordering the goods online and not checking out who the delivery company was . Tried again with the reference number same response . Called a different number to the one on the card . I was told that the driver was unable to gain access to the flats where I live . If he had rung the flat bell he would have got access. I am assuming it's no different if delivering to a house if you want to deliver a parcel to a house in order to get access / deliver it to a customer you need to ring the house bell to get to the customer . Is it too difficult to ring a flat bell opposed to a house bell ?
