What will the authorities do ?

Ordered mid-December 2008. Last e-mail from them Feb 7th, last advert April 29th. Phone goes unanswered. They took money for stock they did not have and it appears that they stalled for time. Are the authorities doing anything ? In an democratic world what should they do to stop this sort of behaviour and will we ever know ?
