Goods did not arrive, emails / phone not answered, but refund processed immediately

I ordered and paid for goods. But they did not turn up. 2 weeks later I emailed tacklepets and they replied saying the goods were despatched.
Another week later they still had not arrived, so I emailed again. This time no reply. Another week later, still no goods, so I phoned. No one answered the phone.
So then I opened a dispute in the Paypal Resolution centre and was refunded immediately, so I have only wasted time.
